[6387] Senior Cyber Security Specialist

Duties & Role:
• Under the direction of the Section Head of Cyber Enablement Service (CES), the Contractor shall:
• Document planned deliverables and changes, including System Design Specifications, Change Requests, Service Requests and A2SL processes.
• Facilitate approval of planned changes throughout the NCIA and NCSC Change Management processes, project teams and internal NCSC meetings.
• Coordinate with NCSC business lines to deliver prerequisites required for cyber security physical and virtual installations.
• Coordinate activities with project managers, system engineers, network engineers, security architects and operational stakeholders to ensure successful delivery of cyber security capabilities.
• Install, configure and test network tapping and aggregation equipment.
• Install, configure and test vulnerability assessment tools, including Tenable.SC and Nessus.
• Install, configure and test computer forensic tools, including Fidelis.
• Install, configure and test monitoring, detection and incident response tools, including Splunk.
• Install, configure and test virtualisation and networking technologies.
• Implement and validate security settings across network equipment, including Cisco and Juniper, and operating system environments, including Linux and Microsoft.
• Investigate technology errors, network faults and performance issues, including the development and implementation of proposed improvements.
• Support the integration of cyber security tools into existing and future NATO CIS environments.
• Ensure implemented solutions comply with applicable NATO security policies, operational requirements and agreed technical standards.
• Document as-is cyber installations in the form of System Implementation Specifications.
• Conduct testing, validation and acceptance activities for deployed cyber security capabilities.
• Support handover to operations, including knowledge transfer, training support and preparation of operational documentation.
• Develop technical documentation, including installation guides, configuration baselines, test plans, test reports, standard operating procedures and security hardening guides.
• Provide technical advice and recommendations on cyber security architecture, tool configuration, system integration and operational improvements.
• Participate in technical meetings, reviews, workshops and coordination activities with NATO, national and industry stakeholders.

Requirements:
• The candidate must have a currently active NATO SECRET security clearance.
• A minimum requirement of a Bachelor's degree from a nationally recognised/certified University in a related discipline and 3 years post-related experience.
• Alternatively, the lack of a university degree may exceptionally be compensated by demonstrated abilities or experience of interest to NCIA, with at least 10 years of extensive and progressive expertise in duties related to those described in this Statement of Work.
• At least 5 years of practical technical, hands-on experience in cyber security or a related field, such as developing and maintaining cyber security solution architecture, developing or delivering cyber security capabilities and services, or working within complex and demanding technical environments.
• Broad understanding of cyber security tools and their configuration, including boundary protection components such as firewalls, network traffic aggregators, Network Intrusion Prevention/Detection Systems, Host Intrusion Prevention Systems, data diodes, encryption technologies, identity and access management, monitoring and detection solutions, incident response, vulnerability assessment, computer forensics and risk management.
• Recent and relevant experience with technologies and tools including Juniper, Palo Alto, web application proxy solutions, Splunk, Tenable.SC, Nessus and Fidelis.
• Experience in the design and configuration of IT infrastructure elements within projects, including routing, switching and virtualisation technologies such as VMware.
• Experience delivering technical systems or cyber security capabilities into operational environments, including installation, configuration, testing, documentation and handover to operations for industry, government or military organisations.
• Experience deploying technical systems or cyber security capabilities to operational military areas.
• Ability to work independently and as part of a team to achieve agreed objectives.
• Ability to monitor, coordinate and support industry teams.
• Excellent communication and technical writing skills in English.
• Very good communication and analytical skills.
• English language proficiency meeting or exceeding NATO STANAG 6001 Level 3, Professional Proficiency.

Desirable:
• Experience with implementation projects within NATO and/or national military organisations.
• Experience working for or supporting a military or governmental organisation.

Specific Working Conditions:
• If working from a remote location, the Contractor shall provide IT equipment suitable for processing public and unclassified information in support of their duties, including the capability to participate in video meetings using Microsoft-based collaboration tools.
• The Contractor may be permitted to work remotely from a different NATO nation than the duty location for up to a maximum of 20% of their total working time, subject to prior approval by their assigned Resource Manager and the Section Head of CES.
• The Contractor may work from their home within the duty location, subject to the NCIA teleworking policy and in coordination with the Section Head of CES.
• The Contractor may be required to travel to NCIA locations in Belgium for in-person or departmental meetings.
• Travel costs will be reimbursed in accordance with NATO regulations for travel on NATO duty.
• Travel may also be required to other NATO and mission-led locations.
• Contractors travelling for work purposes shall initiate travel requests from their designated duty station only.
